Market communication 2020 in force since 1 December 2019 

On 20 December 2018, Ruling Chamber 6 of The German Federal Network Agency (BNetzA), set out its decision on a further amendment to the rules for electronic market communication in line with the Act on the Digitisation of the Energy Transition (“Marktkommunikation 2020 – MaKo 2020”), file reference number BK6-18-032.

  • The tasks of metering, meter data processing and distribution are to be fulfilled comprehensively by the market role of “metering point operator” (in German: Messstellenbetreiber, MSB). This applies to all metering technologies in the electricity market.
  • Metering values are to be distributed radially by the MSB, as stipulated by law; until the devices of gateway generation 2 become available, this process must be provided via the MSB’s IT system.
  • For all market locations that are equipped with intelligent metering systems, time sequence aggregation for the purpose of balancing group settlement will be conducted by the transmission system operator in the future.

In order to implement these fundamental changes into the business process descriptions for the electricity market, all process documents currently in use (business processes for supplying customers with electricity (GKPE), change processes in metering (WiM), market processes for electricity-generating market locations (MPES) and market rules for balancing group settlement (MaBiS)) needed to be adapted.

New regulations regarding transmission routes from June 1st, 2017

Resolutions BK6-16-200 and BK7-16-142, dated December 20th, 2016, on the regulation of transmission of EDIFACT messages, came into effect on June 1st, 2017. Please take note, therefore, that in the event of a new Balance Group Contract, or changes to your 1:1 EDIFACT address in Appendix 2 of the Balance Group Contract, you simultaneously have to submit a valid SMIME certificate for encryption and signature.

For the exchange of public certificates, the coding applies:

  • DER-codiert-binär X.509 (with the File-Extension: .cer) or
  • Base-64-codiert X.509 (with the File-Extension: .cer)

In future, we will not be permitted to receive, process or send EDIFACT messages that do not comply with the rules.

New public holiday in the GPKE/GeLi gas public holiday calendar for 2020

We would like to draw your attention to the publication of the updated version of the GPKE/GeLi gas public holiday calendar for 2020.

In the federal state of Berlin, 8 March has been introduced as a new public holiday. This holiday has been introduced on short notice with immediate effect from 2020. Therefore, the GKE time period calendar for 2020 will be modified by the BDEW as every public holiday counts when calculating the time periods for all federal states.
