Surcharge for special grid usage (up to and including 2024: “Section 19 StromNEV levy”)

Thanks to the surcharge for special grid usage, companies can agree to a reduced individual grid fee or an exemption from grid fees under certain conditions A distinction is made between companies with special or grid-stabilising usage behaviour (atypical or electricity-intensive grid usage) and companies with systems that produce hydrogen through water electrolysis. In addition, distribution system operators that are particularly affected by the integration of renewable energy systems can receive financial compensation for the additional costs incurred as a result.

The regulations for applying for the individual grid fee are contained in Section 19 (2) sentences 1 and 2 of the Electricity Network Charges Ordinance (StromNEV). The regulation on exemption from grid fees is included in Section 118 (6) EnWG. The Federal Network Authority (BNetzA) ruling BK8-24-001-A governs the allocation of additional costs resulting from the integration of renewable energy systems. Settlement of costs under these regulations is based on the Section 19 (2) StromNEV levy mechanism.

Transmission system operators (TSOs) are obliged to reimburse downstream distribution system operators for lost revenue and renewable energy cost allocation, and offset these payments and their lost revenues against each other across Germany. The costs incurred from individual grid fees and the costs resulting from the allocation of costs from integrating renewable energy systems are allocated on a proportional basis to all end consumers (“EC”) as a surcharge on grid fees. This surcharge for special grid usage is shown as a separate amount in cents per kilowatt-hour on electricity consumers’ bills.

The TSOs determine and publish the surcharge for special grid usage for the following calendar year on their shared website by 25 October of each calendar year.

End consumer groups

  1. End Consumer Group A’

    Electricity volumes supplied to end consumers for the first 1,000,000 kWh per point of purchase.

  2. End Consumer Group B’

    End consumers whose annual consumption exceeds 1,000,000 kWh at one point of purchase pay an additional maximum Section 19 StromNEV surcharge of 0.05 c/kWh on electricity volumes exceeding 1,000,000 kWh.

  3. End Consumer Group C’

    End consumers who are manufacturers or belong to the rail transport or railway infrastructure sector and whose electricity costs in the previous calendar year exceeded four per cent of turnover pay a maximum of 0.025 c/kWh for electricity volumes exceeding 1,000,000 kWh.

  4. End consumer group under Section 21 Energy Financing Act (EnFG)

    Electricity used by end consumers who claim privileged treatment pursuant to Section 21 (1-5) EnFG (electricity storage, charging points, and storage gas).
