Review of 2012: “Transparency in Energy Markets” continuously expanded and on track for REMIT

Berlin, Dortmund, Vienna, Leipzig, Bayreuth, Stuttgart, 22 January 2013 – In the third year since its establishment, the EEX “Transparency in Energy Markets” platform (http://www.transparency.eex.com) was expanded further. It is particularly encouraging that further companies are now reporting data on the platform. After PCK Raffinerie GmbH (January 2012), the power plant operator Mark-E AG (February), Saarstahl AG (May), swb Erzeugung GmbH & Co. KG (June) and ?EZ Group (August), Wacker Chemie AG joined the platform as a new reporting company in September. This increase to 141 reporting power plants (16 more than at the end of 2011), means that a degree of coverage of 97.2 % was achieved for the statutory publications in the German market area. In the past year, the number of reporting power plant operators increased by 6 to 47 reporting companies in total.
On 16 August, the transparency website was expanded with market data from the Czech Republic when the energy supplier ?EZ began reporting on the platform. ?EZ reports power plant data for an installed capacity of approximately 13.4 GW distributed over 21 power plants. As a result, a degree of coverage of 61.3 % was reached for the voluntary publications on the Czech power market. In the course of this year, the platform is to be expanded with Bulgarian generation data which will further promote the internationalisation of the platform.
The transparency platform was also developed further in terms of its contents. For example, in October 2012, the data for power generation from biomass was included as a new category in the field of renewable energies for Austria.
The statutory obligation to publish information relevant for pricing in power and natural gas trading (REMIT), which took effect at the end of 2011, formed one of the main challenges for the market participants. However, the majority of these obligations are already fulfilled by reporting on the “Transparency in Energy Markets” platform, which is being further expanded in this direction.
In order to facilitate access to the transparency platform and its use, EEX has trained and certified companies that support current and future reporting companies with regard to their IT connection to the platform since the beginning of 2012. In the past year, EEX certified the following companies; Baringa Partners, Seven2one and Steria Mummert as “Certified Service Providers”.
The presentation of the “Energy Transparency Award” (ETA) from the Florence School of Regulation in November 2012 formed the successful conclusion of the year. With this award, the ETA selection committee acknowledged the contribution of the platform to improved transparency on the European energy market. “Transparency in Energy Markets” is the neutral platform for energy market data which fulfils the statutory publication requirements and implements voluntary commitments of the market participants. The transparency platform for generation and consumption data (http://www.transparency.eex.com) was established by EEX together with the four German transmission system operators – 50Hertz Transmission GmbH, Amprion GmbH, TenneT TSO GmbH and TransnetBW GmbH – and the Austrian transmission system operator Austrian Power Grid AG. The platform is developed further and expanded in co-operation with the associations BDEW, Oesterreichs Energie, VKU, VIK and the Federal Network Agency. EEX is in charge of the operation of the platform, which comprises plausibility checking, anonymisation, aggregation and publication of the data reported. At present, 47 German, Austrian and Czech companies submit data to the platform.
