PROCUREMENT
The Procurement division of TransnetBW ensures optimum implementation of the many projects relating to the electricity grid. We are incredibly proud to be contributing in this way to both grid expansion and, ultimately, the success of the energy transition.
About us
Our specialisation is the procurement of grid projects and the associated services. That means we can count at all times on our reliable and high-performance suppliers.
As a skilled business partner with extensive knowledge of the relevant markets, we work together with the Business Units to develop appropriate procurement strategies in order to bring these sophisticated projects to a successful conclusion in terms of quality, time and costs.
“Successful procurement management needs foresight, trust and strong partnerships. Based on these factors, we perceive our task within Procurement & CCM at TransnetBW as enabling the energy transition to become reality, and thus actively helping to shape a stable, viable energy supply system.”
Rasmus Wier, Chief Procurement Officer Procurement & Contract and Claim Management
Contract and Claim Management (CCM) is an important part of Procurement and plays a key role in the management of large-scale projects. This covers the entire project cycle and aims to create a firm foundation for smooth project execution through the structured management of contracts and service change processes.
Our supplier management system is responsible for the entire supplier process, from onboarding to development/assessment of our suppliers.
In all our decisions and activities, we are committed to acting with responsibility and foresight. Sustainability is therefore firmly established as a top strategic theme in Procurement.
Our suppliers
The success of our projects depends crucially on the quality and reliability of our suppliers. They play a vital role in enabling us to execute complex infrastructure projects efficiently and on time.
In selecting suppliers we therefore focus not only on technical skills, power of innovation and market-appropriate pricing, but also on sustainability, reliability and shared values.
We seek long-term partnerships based on mutual trust, open communication and a shared understanding of quality. A precondition here is fair conditions and clear requirements, from initial contact through to successful project execution.
Applying to be a new supplier
The starting point for applying to be a new supplier for TransnetBW is registration via our supplier portal.
Does your company already have an account? Check in-house and use your existing account. No suitability checks via a qualification system are required to participate in calls for tender below the EU threshold. Registration (Step 1) via the supplier portal is enough. To participate in calls for tender above the EU threshold, please also complete Step 2.
Qualification system
The multi-stage qualification process takes place via the supplier portal and uses questionnaires and supporting documents. The process ends with proof of qualification. Participation in calls for tender above the EU threshold requires a suitability check using a TransnetBW qualification system. Confirmation of suitability requires the following to be met:
- Minimum multi-trade requirements
- Minimum trade-specific requirements
Audit & trial order
For our new suppliers that require qualification, we work with the Technology division to determine whether an audit should be performed. Depending on the subject and the situation, these audits take place onsite or in the form of a document review. This audit includes a check as to whether our sustainability requirements are observed. In the forefront are duties of care from a human rights perspective, including fair working conditions, protection against discrimination, and observance of international standards.
We advise the suppliers in question in good time about the procedure and content.
Code of Conduct for Business Partners
Our Code of Conduct for Business Partners provides the basis for responsible collaboration. It defines clear standards and forms the basis for a long-term, trusting business relationship. As a utility contracting entity, we also perform our procurement activities in accordance with the requirements of procurement law. Our purchasers ensure that procurement law is observed in full at all times.

Sustainability in procurement
Through our procurement decisions we play a crucial part in determining the company’s sustainable outlook. We are conscious of this key strategic role when we procure all goods and services in line with social, environmental and economic criteria.
Six focal points – A clear task
Sustainability therefore has a firm place as a top strategic theme in Procurement. As part of our sustainability strategy here in Procurement, we press forward with the implementation of six key focal points (see Fig.) which are aligned with the five Sustainability goals of TransnetBW.
By responsibly and rigorously aligning our processes and activities with sustainable principles, we have not only our own Business Area but also our business partners in mind. To give even greater consideration to sustainability aspects when selecting and assessing suppliers, we are revising our qualification requirements to take account of recognised sustainability criteria.
Scope 3 emissions
To gain a better understanding of emissions, TransnetBW records not only direct but also indirect greenhouse gas emissions along the supply chain (Scope 3). TransnetBW aims to work with business partners to record even more product and volume-based emission data in the future, both to improve data quality and to enable more targeted control of emissions.
LkSG
Since the Act on Corporate Due Diligence in Supply Chains (Lieferkettensorgfaltspflichtengesetz, LkSG) took effect for TransnetBW in 2024, risk analyses to observe duties of care from a human rights perspective have been performed annually and as required, and other binding processes have been established. The goal is to examine more intensively and to promote the observance of human rights and environmental interests in our own Business Unit and in our business relationships. Risk analyses of direct suppliers are a key element in commercial duties of care in accordance with the LkSG, and the Procurement division assumes this responsibility at TransnetBW. Detailed information about the process and the results of the LkSG risk analysis are available in the Compliance Report.
Greener Choice – A Joint Call for Action
Here in Procurement we consider it our responsibility to sensitise our suppliers to the need to structure their processes, products and services on a sustainable basis. One thing that is clear is that sustainable goals can be achieved only by working together. That is why we have a wide variety of formats for interaction with industry participants and suppliers in place at a national and international level.

Together with other transmission system operators, we are committed to a climate-neutral future. Modernising the energy infrastructure using sustainable technologies is a core task that we can only achieve collectively.
Along with nine other European transmission system operators, therefore, TransnetBW is a member of the dialogue platform “Greener Choice”, initiated by the Elia Group.
As part of this initiative, we are committed to greater sustainability in supply chains.
In an open letter, the transmission system operators once again call on our business partners to make products and services more environmentally friendly, which is an important step towards climate-neutrality. This Call for Action builds on an initial letter from 2020 and emphasises our shared objective: a sustainable energy supply system.
